SDDCA AGM – Community Meeting

SDDCA President Matthew Druce said “We cannot urge the community strongly enough to get along to this community meeting and SDDCA AGM to get a true and accurate snapshot of exactly what is happening locally, especially the two presentations on proposed community facilities for Sippy Downs.
Establishment of much-needed community facilities for Sippy Downs is welcome news. We are calling on residents to come along and be involved in the progression of these facilities.
Open to each and every member of the community from visitors to residents and business representatives, this evening always presents a fantastic opportunity for locals to stay up to date with what has, is and will be happening locally.
The Sippy Downs Districts Community Association has been supporting and representing the best interests of locals in the Sippy Downs, Tanawha and Palmview area for over 13 plus years with the support of members and the community.

The Sippy Downs & District Community Association would like to acknowledge and thank Mayor Mark Jamieson and Councillors John Connolly, Greg Rogerson and Jason O’Pray for supporting Cr Christian Dickson’s procedural motion at Council’s Ordinary meeting on 19 July. The motion was as follows:
(a) Defer consideration of the report titled “Palmview Urban Development Investigation Areas” until such time as a meeting is held between the affected land owner’s representatives, relevant stakeholders, Councillors and Council Officers;
(b) In consultation with Councillors Baberowski and Dickson, identify, contact and invite relevant stakeholders to meet as outlined in (a) above; and
(c) Request that the Chief Executive Officer provides a report to an Ordinary Meeting no later than one month following the meeting as outlined in (a) above.
SDDCA President Matt Druce said, “The SDDCA particularly gives special thanks to Cr Christian Dickson. During his 12 years as our divisional Councillor, he has always ensured the views of the SDDCA, other local community groups and residents are seriously taken into consideration when making representations to Council. We appreciate that he always acts with the betterment of our community in mind. In relation to this particular issue his actions, passion and support have been greatly appreciated and we are confident he will continue to act to ensure the best possible outcome for our community is achieved in the long run.
The SDDCA had a strong interest in the draft determination made by Council as it involved a proposal for approximately 6 hectares of land dedication for community facilities, together with 2.5 million dollars to construct playing fields, a community building and associated infrastructure.
After viewing Council’s 78-page report which was only publicly released 3.5 working days before Councillor’s made their determination, SDDCA representatives met with both council planning staff and the planning consultant acting on behalf of the landowners.
These discussions raised anomalies in the report that councillors would be basing their decision on. We, therefore, asked our divisional Councillor to put forward the motion asking for an extension of time, to allow a meeting to bring together council’s planning staff, the landowners and consultant, councillors and community representatives. This would be an opportunity to view expert’s reports addressing inconsistencies relating to flooding and ecological reports and work on solutions to the issues raised by council staff.
We were not asking for Councillors to approve the project, simply for more time. We were extremely disappointed that the motion was not supported by 6 of the 11 Sunshine Coast Councillors as there were no statutory timelines in place for this process.
The reason given by some of the Councillors for voting against the motion was that there would most likely not be a different outcome after the extension of time. We would have at least liked the opportunity for an open, transparent discussion with all stakeholders, including the community. I would think that most ratepayers would expect their Councillors to be supportive of this, especially when it involves community facilities that are desperately needed and wanted by their constituents.
The SDDCA has been working with the council, the planning consultant and landowners since 2009 and made numerous submissions during the Palmview Structure Plan process. We successfully lobbied for access to the Bruce Highway via the western road; removal of the north-south Greenlink that would have adversely affected residents; and appropriate sequencing of the road network and development. Considering this history, as volunteers who are simply trying to ensure the best outcome for our community, we feel extremely let down.
Despite Councillors voting to support the officer’s recommendation, we hope that during the two month period that Council allows for landowners to make a submission
to the draft determination, the SDDCA will finally have the opportunity to have roundtable discussion to address any issues. We also trust that considering this was only a draft determination, that Councillors will be open to considering additional expert technical advice.”
The proposed community facilities on Peter Crosby Way is included as an agenda item for the Sippy Downs & District Community Association’s AGM on 29 August. SDDCA AGM 2018 – Public Date Notification
Please be advised the annual general meeting of the Sippy Downs & District Community Association Inc (SDDCA) will be held on Wednesday, August 29, 2018, commencing at 7 pm.

The venue will be the Chancellor State College Primary Campus Hall, Scholars Drive, Sippy Downs.
All residents are welcome to attend the AGM, but only financial members of the SDDCA are able to vote.

SDDCA Urges Councillors to defer Community Facilities Draft Decision
Sippy Downs & District Community Association Inc (SDDCA) met with senior council staff today regarding a proposed community facilities precinct at Sippy Downs and urge Councillors to defer any draft decision at Council’s Ordinary Meeting on 19 July.
SDDCA President Matt Druce said:
“After identifying a range of serious concerns about the process and subsequent report for a proposed community facilities precinct at Sippy Downs, the SDDCA President and Secretary today met with senior council staff including, Warren Bunker, James Ruprai, Leah Bancroft, Cr Rick Baberowski and Cr Christian Dickson.
“After reviewing the 78-page document, I am deeply concerned about the glaring anomalies in the report that was presented to Councillors, who will, in turn, make their determination at Thursday’s Ordinary Meeting.
“The report was only made available to the public at midday on Friday, effectively giving us 3.5 working days (as volunteers) to digest the information and seek answers to the many questions that the report raises.
“For example, the draft reporting appears to be completely inconsistent with council’s approach to flooding and ecology, recently taken elsewhere in the region. You only have to refer to the recent approvals for Twin Waters West and the Pelican Waters Golf Club to see the blatant inconsistency.”
Mr Druce said, “SDDCA volunteers have invested a significant amount of time communicating with the landowner and town planning consultant regarding this proposed development. We were delighted to view the concept plans for a proposed community facilities precinct on Peter Crosby Way, Sippy Downs.”
“Based upon the information provided, this proposal ticks all the boxes for what has been lacking in our community. The issue now is that information provided by council officers is at odds with that provided by the landowner. The SDDCA sees it must ensure that the land owner’s offer of approximately 6 hectares of useable land dedicated for community facilities, together with 2.5 million dollars to construct playing fields, a community building and associated infrastructure is delivered.
“With a clear and evident disparity between Council officer’s and Cardno’s flooding assessment, the Association has concerns that there is a severe lack of open and transparent dialogue between the parties to exhaustively explore concerns, and in turn solutions, to deliver this much-needed community precinct within Sippy Downs.
“Therefore, to ensure that we do not lose this once-in-a-lifetime opportunity to remedy the historic shortfall of open space and provision of community facilities for Sippy Downs, we urge Sunshine Coast Councillors to defer any decision (draft or otherwise) until any matters are cleared up, and the applicant is given a chance to respond. Open dialogue can then be held between all parties, including the community,” said Mr Druce.
“For many years residents thought this opportunity would never arise due to the lack of suitably sized land in Sippy Downs. Community land in the Palmview development will service new Palmview residents, so we strongly support this opportunity for Sippy Downs residents, who remain without community facilities.
“Additional education facilities and retirement village/aged care living are warranted in this area, and we are pleased that no traditional housing lots are proposed.
“A presentation on the proposal was made at the SDDCA AGM last year and was well received by residents.
“The fact that council officers have had the Urban Investigation Area submissions for 15 months, and neither the applicant nor the community has been given a chance to engage in the process in an endeavor to resolve any issues raised, is deeply concerning.
“From today’s meetings with both Council and the landowner’s representatives, it appears that the concerns raised by Council can be overcome and the delivery of a mutually beneficial outcome between the parties is achievable if a genuine attempt is made to focus on potential solutions.
“We will be informing residents that unfortunately, after these meetings, the anomalies contained in the report have not been clarified to our satisfaction. Therefore we will be submitting a range of outstanding questions to council officers for their written response, for the public record.”
Mr Druce added, “The SDDCA was actively involved with council’s recent draft Sippy Downs Parks Master Plan process. We see a wealth of benefits in the proposal that would deliver objectives of the Parks Master Plan that it currently does not and cannot offer and have asked council that their departments work collaboratively to ensure the best outcome for residents. The current proposal has the potential to benefit our community by delivering much-needed facilities years before the final Parks Master Plan reaches fruition.
“It is lunacy that council is not taking up the opportunity to secure these facilities at no cost to ratepayers.”

The Sippy Downs and District Community Association (SDDCA) is hosting a meet the candidate forum for the Buderim electorate to empower voters’ to engage directly with candidates beyond respective party policy rhetoric and empower an open dialogue to focus on local issues, challenges and the proposed solutions of such.
The event will be running from 7 to 9 p.m. on Wednesday the 15th of November located at Chancellor Park Primary School Hall in Scholars Drive, Sippy Downs.

All candidates have confirmed their availability and will be in attendance for this community forum.
Candidates will be provided an opportunity to respond to four standard questions which will be collated from both online and email submissions from potential voters. Please submit questions you would like ask of all the candidates using the online form below.

Following responses from all candidates attendees will be invited to present additional questions to specific candidates from the floor of the meeting.

As an organisation that advocates for and on behalf of local residents, often on topics that are controversial and require negotiation with multiple levels of government, we understand all too well that elected representatives need a level of capability, tenacity and willingness to challenge the status quo. As such we are delivering this forum to ensure that when voters go to the polls on the 25th they have had the opportunity to select a primary and preferential voting hierarchy that will best serve the community’s wants, needs and desires”.
All Buderim Electorate voters are invited to attend and hear responses from each of the candidates in the set questions format and in turn follow this up with with questions from the floor to individual candidates.
